Bosnians mourn baby who died for lack of ID number

Thousands of Bosnians gathered in front of parliament on Sunday evening to mourn a three-month-old baby who died after failing to get timely surgery because a parliamentary wrangle prevented her getting a passport. Berina Hamidovic was the first victim of politicking over identity numbers, which has united Bosnians in protests against the institutional paralysis that has blocked post-conflict reforms and the country's path towards the European Union. The somber gathering followed days of protests in Sarajevo and other towns over lawmakers' failure to agree new legislation on citizens' identity numbers. The row has left babies born since February unregistered, and therefore denied passports or medical cards. The protesters this time did not carry banners or posters, but encircled parliament with a ring of candles placed on the ground, and stood or walked in silence. The baby's parents said the time they had wasted persuading Serbian border police to let her in without a passport to go to a hospital in Belgrade for surgery had cost her her chance of life. The baby was diagnosed with tracheoesophageal fistula - a hole between her gullet and windpipe - and had already had an unsuccessful operation in Sarajevo. “We practically had to take the child across the border illegally, although she was legally allowed to travel for urgent health reasons,” the baby's father Emir Hamidovic said. When the baby was finally admitted to hospital in Belgrade, Bosnian authorities refused to pay for the surgery. Though the Serbian doctors agreed to carry out the procedure, the baby contracted an infection and died. “She perhaps had a chance to stay alive, but this is an obvious example how the state does not take care of its citizens,” said Hamidovic, 31, who is unemployed. The protests over ID numbers started two weeks ago after another 3-month-old baby was unable to leave for urgent surgery abroad because lawmakers could not agree how to redraw the districts that determine the 13-digit identification number assigned to each citizen. Similar ethnic wrangles have plagued Bosnia since the end of its 1992-95 war, which left it divided along ethnic lines with a weak central government and a system of ethnic quotas that has stifled development. The Serbs are pressing for a new registration arrangement along territorial lines. Court ruling may open access, decrease costs for breast cancer gene test

A ruling by the Supreme Court that human genes can't be patented is expected to increase access and drop the cost for tests for gene mutations that greatly raise the risk of developing breast or ovarian cancer. In a bit of a mixed message, the court unanimously decided that certain types of gene tests may still be protected by patents, yet it struck down patents that a company has long held for BRCA genes. The company makes the only test for two of those breast cancer genes, BRCA1 and BRCA2. “It appears that it will allow the market to open up so that other laboratories can offer the test,” said Rebecca Nagy, a genetics counselor at Ohio State University and president of the National Society of Genetic Counselors. And that should make the tests cheaper and available to more women, she said. Britain to regulate e-cigarettes as medicine from 2016

Britain is set to regulate electronic cigarettes as non-prescription medicines from 2016 in an attempt to improve quality, though the country's drugs watchdog said they would still be sold in convenience stores. Healthcare authorities around the world are grappling with how to deal with the battery-driven devices, which allow users to inhale nicotine-laced vapor and are increasingly popular as an apparently less harmful alternative to smoking. A few countries have banned them outright - such as Brazil, Norway and Singapore - while others are opting for varying degrees of regulation, in some cases including limits on advertising and curbs on their use in public places. Sales of e-cigarettes have boomed in recent years, prompted in part by restrictions on smoking. But their long-term effects are as yet unproven and some doctors argue their popularity could undermine anti-smoking efforts. They could also affect sales of regulated nicotine-replacement products, such as patches, sold by drugmakers like Pfizer and GlaxoSmithKline. Under the new British system, manufacturers will have to prove the quality of their products and demonstrate that they deliver the correct amount of nicotine. But they will not need to conduct clinical trials. The Medicines and Healthcare products Regulatory Agency (MHRA) said on Wednesday that existing e-cigarettes on the market were not good enough, with contaminants found in some products and nicotine levels often varying widely. However, manufacturers will have time to raise their game and apply for a license, allowing them to sell regulated devices as over-the-counter products in a wide range of retail outlets from 2016. A growing number of established tobacco companies are investing in the e-cigarette market worldwide, including Lorillard, British American Tobacco, Imperial Tobacco, Reynolds American and Altria. They are competing against a plethora of smaller private firms, all of which see a growing sales opportunity. Research indicates that around 1.3 million people currently use e-cigarettes in Britain alone, up from 700,000 a year ago. We don't think a ban is proportionate to the risk, when the alternative is people continuing to smoke,” he told reporters. Britain's chief medical officer, Sally Davies, said smokers were harmed by tar and toxins in tobacco smoke, not nicotine, so it made sense to ensure e-cigarettes were properly regulated, as already happens with nicotine patches and gums. The new approach could be a boon for those companies that successfully secure a license, since licensed e-cigarettes will be able to carry smoking-cessation claims and could be prescribed by doctors to help smokers quit. Genomics and particle physics top the scientific charts

Genomics and particle physics - offering different perspectives on the fundamental nature of life and the cosmos - are the two hottest areas of scientific research. Eight of the 21 most closely followed scientists in 2012 studied genes and their functions, while the single most-cited paper last year covered the hunt for the long-sought Higgs boson particle, according to a Thomson Reuters survey on Wednesday. It was the third year in a row in which genomics researchers topped the rankings, in terms of authoring the most highly cited scientific papers, underscoring the central importance of genetics in biological science and medicine. “Genomics is a perennially hot topic as we learn more about how (DNA) sequences play out in the manifestation of disease,” said Christopher King, editor of Thomson Reuters ScienceWatch, which tracks trends in research. The relevance of the work in genomics was evident this week at the American Society of Clinical Oncology (ASCO) congress in Chicago, where key advances in cancer medicine on display hinged on understanding the genetic basis of tumors. The world's “hottest” researcher, as measured by the number of citations during 2012 for papers published between 2010 and 2012, was Richard Wilson at the Washington University School of Medicine, the survey showed. Wilson's laboratory was the first to sequence the genome of a cancer patient and discover genetic signatures related the development of disease. Scientists working on the ATLAS experiment at the Large Hadron Collider at CERN, the European Organisation for Nuclear Research, outside Geneva received an honorable mention as a group.
